Vice-Chancellor completes independent Government investigation

Vice-Chancellor, Sir David Bell

In October 2012, the Scottish First Minister announced that Vice-Chancellor, Sir David Bell would lead an investigation into whether there had been any breach of the Ministerial Code in Scotland.

The investigation related to the debate in Scotland on the existence or content of legal advice on an independent Scotland's continued membership of the European Union.
